Whether it's a performance-based environment Statement of Objectives or a more traditional Statement of Work or Performance Work Statement, detailing the specific expectations for outcomes and aligning them to mission objectives will be the cornerstone of a successful procurement. These steps below provide a proven path to use the results of market research to articulated specific outcomes in Section C of the solicitation that will align the contractor with achieving your mission objective:

1. Obtain a copy of OMB 300 or other business case documentation for developing an overview of objectives and definitions of success

2. Obtain applicable Agency/Department Strategic Plan and Agency/Department Performance Plan (including Scorecard)

3. Integrate Agency/Department Goals and Objectives

4. Define Project/Program Specific Objectives and Definitions of Success

5. Link Project/Program Objectives to Agency/Department Strategic Objectives

6. Identify significant constraints

7. Obtain Approval from the contracting officer, project manager, members of the IST, Executive Sponsor, and other stakeholders
