  • Juanda J. Barclay
    Juanda J. BarclayJuanda Barclay is a Senior Instructor for the Acquisition Solutions Training Institute™, responsible for training personnel to optimize their potential and helping organizations excel in meeting their missions, visions, goals, and objectives through strategic business advice. Juanda trains individuals to understand and respond to the growing complexities of the acquisition function and the expectations that contracting professionals' play a more strategic role in helping meet agency missions. Students benefit from Juanda's 38 years of government procurement experience that span her being a Purchasing Agent to a Senior level procurement executive.

  • Shaw H. Cohe
    Shaw CoheShaw H. Cohe was recently promoted to his current position as Executive Director, Acquisition Solutions National Operations responsible for the corporation's national operations, expansion initiatives and regional centers. Prior to his promotion, Shaw served for three years as the Senior Principal and Account Executive for Defense and Intelligence where he led Acquisition Solutions efforts in providing a wide range of professional acquisition support and consulting services to numerous U. S. Federal Government Defense and Intelligence Agencies including: The Office of the Secretary of Defense, the Defense Intelligence Agency, the Defense Information Systems Agency, The National-Geospatial-Intelligence Agency, The Drug Enforcement Agency, The Defense Business Transformation Agency, The U.S. Coast Guard and numerous Army, Navy and Air Force commands and activities. A recognized expert in performance based acquisition and performance based program management, Shaw joined Acquisition Solutions as the Principal for Defense in November 2003.

    Arthur GarciaArt Garcia combines a deep commitment to serving the nation with an outstanding background in program and project management, acquisition training, logistics and leadership in defense acquisition planning to deliver relevant, practical and innovative guidance and support to personnel attending Earned Value Management courses with the Acquisition Solutions Training Institute. Clients of Acquisition Solutions' DHS Consulting practice benefit equally from his 20 years in acquisition program management.

  • David S. Glowacki
    David GlowackiDavid Glowacki is an Instructor for the Acquisition Solutions Training Institute™, with over 28 years of federal procurement. He has worked at nearly every contracting position, working his way up from contract specialist to the director of contracting for a major Air Force (USAF) command, and he is familiar with all types of contracts. Additionally, he has often worked across services and departments, working with the Department of Defense (DoD) in particular to develop joint policy and operational decisions. For the Air Force, he spearheaded projects to develop and implement training programs at both the squadron and command levels, emphasizing the importance of adaptation and use of leading practices.

    Richard KahnRichard "Rick" Kahn brings 19 years of federal government experience in acquisition and contract management and prior to becoming a government employee he was an attorney in private practice for 20 years, specializing in litigation and corporate law.

  • Mark J. Lumer
    Mark Lumer retired from federal service after almost 33 years in January 2008. He was a member of the Senior Executive Service and the Army Acquisition Corps, and is DAWIA Level III certified in contracting and program management. He also was a member of the Army Acquisition Governance Board.

    Thomas (Tom) Siemsen is an Instructor for the Acquisition Solutions Training InstituteTM, with over 25 years of federal procurement experience. He has worked as an instructor at several institutions, including the Defense Acquisition University (DAU) Defense Systems Management College, ESI International, and the Northwest Pacific Institute. He has also served in a variety of procurement and analytical roles for the federal government, including posts with the Departments of Commerce and Defense (DoD) and the U.S. Air Force (USAF). He previously worked as a senior acquisition specialist for Acquisition Solutions.

  • Bruno S. Wengrowski
    Bruno Wengrowski is an Instructor for the Acquisition Solutions Training Institute™, responsible for preparing private and public personnel for work with government and military acquisition regulations and procedures, as well as leading contracting practices. Bruno brings over 6 years as a Defense Acquisition University Professor of Contract Management. Between 2003 and 2008 he was the lead instructor of a team requested by the National Security Council for Coalition Training for the Reconstruction of Iraq, where he helped train 2,500 contractors in 22 countries. Bruno also has over 34 years of government contracting experience, working alongside the U.S. Army, U.S. Navy, Department of Defense (DoD), and the Department of Homeland Security (DHS). He has taught at the Army Logistics Management College, School of Acquisition Management, and in the private sector at St. Andrews High School and Davenport College.
