When The American Recovery Act of 2009 was signed by President Obama on February 17, 2009, Acquisition Solutions immediately researched how acquisition and program offices would be affected throughout Federal Government. Recovery Q&A
Question:
Can you provide reasons why FAR part 12 should NOT be used for such construction contracts? It has long been debated whether "construction" could be deemed a commercial item. Rather than discuss the definition, I am interested in the pros and cons of using FAR part 12 when buying true-blue construction services (e.g., building a five-story structure). I can easily think of benefits, mostly expediency.

Q. What do you see as the biggest challenge facing the contract management profession today?
A. I think the biggest challenge is the shortage of workers who are skilled in the profession. A related challenge is that once the shortage is abated through hiring more people, acquisition professionals need a learning environment where they can get “up to speed” quickly. They need a learning environment that teaches not only technical skills, but also how to use those technical skills to make smart business decisions promoting economy, efficiency and results over process.
