May 8,2008 | Yesterday, the Office of Management and Budget (OMB) released its Executive Branch Management Scorecard for the second quarter of fiscal year 2008. As they did last quarter, the Department of Labor, Environmental Protection Agency, and Social Security Administration achieved green for both status and progress on all five of the President's Management Agenda (PMA) initiatives in the traffic-light-style scorecard (see What's New in Acquisition, February 2, 2007). Almost half of agency status scores were green this quarter, while more than 75 percent of progress scores reflected the top rating. OMB showed the most change from the first to the second quarter, moving up in four categories—from red to yellow in competitive sourcing and financial performance, and from yellow to green in e-gov and performance improvement. Three other agencies also showed change in the e-gov category; the Departments of Commerce and Health and Human Services dropped to red, from green and yellow, respectively, and the Office of Personnel Management advanced from red to green. There was little movement among other agencies or across other categories. Besides OMB, only the Department of Education registered a change from last quarter's scorecard in the competitive sourcing component of the PMA, dropping from green to yellow; and in performance improvement, the Department of Homeland Security slipped from yellow to red and the Department of State advanced from yellow to green. There were no additional changes in the human capital or financial performance categories.
